# Accept HSA, FSA & HRA cards

Healthcare MMCs and 90% Rule merchants can use Moov to accept healthcare benefit cards - HSA, FSA &amp; HRA - issued on Visa and Mastercard networks.

Healthcare benefit cards (HSA, FSA, HRA) are debit or prepaid cards tied to tax-advantaged accounts that employees use to pay for qualified medical expenses. Each card type has different ownership and funding rules.

HSA, FSA, and HRA card acceptance through Moov is available on **Visa** and **Mastercard** networks only.

There are two categories of merchants that can accept healthcare benefit cards through Moov: Healthcare MCCs (merchant category codes) and 90% rule merchants. Each category has different requirements, as described in the sections below.

### [Healthcare MCCs](#healthcare-mccs)

Healthcare MCCs include doctors, hospitals, pharmacies, and other healthcare providers whose primary merchant category code (MCC) is on the approved healthcare MCC list. Card issuers use auto-substantiation to approve FSA and HRA transactions at these MCCs, so no IIAS certification or [SIGIS](https://www.sig-is.org) registration is required.

### [90% rule merchants](#90-rule-merchants)

90% rule merchants are pharmacies and drug stores that derive 90% or more of their gross receipts from prescription (Rx) drugs and eligible medical expenses. Only merchants with MCC **5912** (drug stores and pharmacies) or MCC **5122** (drugs, drug proprietors, and druggist sundries) qualify.

**Requirements for 90% Rule Merchants:**

- Must have 90% or more of gross receipts from Rx and eligible medical expenses
- Must register with [SIGIS](https://www.sig-is.org) (Special Interest Group for IIAS Standards) and pay the required membership fees
- Issuers maintain registered merchant lists; no auto-substantiation data is required in the transaction

Work with Moov to gather merchant identifiers required for registration:

To begin accepting HSA, FSA, and HRA cards through Moov:

1. [Contact Moov](https://support.moov.io/) to enable healthcare card acceptance for your account
2. Provide your MCC and merchant type (healthcare MCC merchant or 90% rule merchant)
3. If you are a 90% rule merchant, complete your [SIGIS](https://www.sig-is.org) registration before processing healthcare card transactions

## [Annual registration](#annual-registration)

90% rule merchants are required to re-register annually per store location. SIGIS supports annual, online re-registration.

Failure to complete re-registration within 120 days of the end of the 90% rule merchant's taxable year will result in SIGIS automatically removing the merchant's acquirer identifier and merchant store identifier ID from the 90% rule list published to issuer processors.
