Fee types

Learn about the difference between service fees, convenience fees, and surcharging.

A fee can be added to a transaction as long as the fee is fully disclosed to the customer and is in compliance with card network and federal and state consumer protection law and regulation.

The partner and merchant are wholly responsible for ensuring compliance with network rules and all federal and state consumer protection law and regulation and any fines associated with non-compliance.
Fee type Description
Service Can only be applied to qualifying transactions that have added costs, such as administrative services. Fee can be a variable percentage or a flat rate.
Convenience Can only be applied to non-standard payments channels. Fee must be a flat rate and applied equally to all payment methods in that channel.
Surcharge Can only be applied to credit card transactions. Fee is percentage based and capped by card brands.

If Moov determines a merchant has implemented fees without proper disclosure and against regulations, Moov will immediately suspend the business account and the ability to conduct transactions.

Service fee

A service fee can be applied when costs extend beyond the product's base price, such as added labor or administrative handling. A service fee cannot be added solely to cover the costs of card acceptance.

Add a service fee via line items when creating a transfer or payment link. The fee must be fully disclosed to the customer through the line item and must be in compliance with card network and federal and state consumer protection law and regulation.

In the example below, the second line item is an administrative service fee added to the water heater and installation service.

Convenience fee

A convenience fee can only be charged to alternative, non-standard channels outside of the merchant's customary payment channel. A convenience fee cannot be added solely to cover the costs of card acceptance.

A convenience fee must be a flat or fixed amount, regardless of the value of the product or transaction, and must apply equally to all payment methods in that channel.

Add a convenience fee via line items when creating a transfer or payment link. The fee must be fully disclosed to the customer through the line item and must be in compliance with card network and federal and state consumer protection law and regulation.

In the example below, the travel package line item has an option to pay via phone as a convenience fee price modifier.

Surcharge fee

A surcharge fee can only be applied to credit card transactions. Any business that intends to add a surcharge fee to credit card transactions must notify Moov 30 days before implementing surcharges.

See our full surcharge guide for detailed information on implementation and compliance.

Card brand Surcharge cap 30 day notice
Visa 3%, or the cost of acceptance, whichever is lower Required
Discover Not greater than the cost of acceptance Required
Mastercard 4%, or the cost of acceptance, whichever is lower Not required
American Express Must be equal to the cap of other card brands processed1 Not required

Card brands update rates twice a year, in April and October. Merchants are responsible for understanding card brand caps and updates.

  1. American Express credit cards must be treated the same as other card brands. For example, if you process Visa, Mastercard, and American Express, Mastercard has the highest cap at 4%, or cost of acceptance, whichever is lower. American Express credit cards could not be charged more than 4%, or the cost of acceptance, whichever is lower. ↩︎
